United Kingdom could launch retaliatory cyber attack on Russian Federation if infrastructure targeted

According to a joint statement between British intelligence, the Federal Bureau of Investigation, the White House National Security Council and Homeland Security on Monday, Russian "cyber actors" had compromised routers, which are used to connect computers to the internet, to breach security systems and steal information.

A diplomatic storm erupted as the Office for the Prohibition of Chemical Weapons (OPCW) said Syrian and Russian officials had claimed there were "security issues" which prevented a fact-finding mission from reaching Douma, where around 75 people are thought to have died in the attack.

"FBI has high confidence that Russian state-sponsored cyber actors are using compromised routers to conduct man-in-the-middle attacks to support espionage, extract intellectual property, maintain persistent access to victim networks, and potentially lay a foundation for future offensive operations", the alert states. "Multiple sources including private and public-sector cybersecurity research organizations and allies have reported this activity to the USA and United Kingdom governments".

"Russian government activities continue to threaten our respective safety, security, and the very integrity of our cyber ecosystem", she said.

"This is the first time that in attributing a cyber attack to Russian Federation, the USA and the United Kingdom have, at the same time, issued joint advice to industry about how to manage the risks from attacks".

It followed a series of warnings by Western governments that Moscow is behind a string of cyber attacks. Last month the Trump administration blamed Russian Federation for a campaign of cyber attacks stretching back at least two years that targeted the USA power grid. On Thursday, a British spy chief said that his GCHQ agency would "continue to expose Russia's unacceptable cyber behaviour", adding there would be increasing demand for its cyber expertise. "But this is the first time the United Kingdom has systematically and persistently degraded an adversary's online efforts as part of a wider military campaign", he said.
