Facebook gets some data on non-users from people on its network, such as when a user uploads email addresses of friends.

On Tuesday and Wednesday last week, Facebook CEO Mark Zuckerberg testified before Congress following the Cambridge Analytica data scandal.

For those unversed, Cambridge Analytica, the political data firm with ties to United States President Donald Trump's 2016 election campaign, is under fire for allegedly gaining access to private information of more than 50 million Facebook users, and influencing elections by using this stolen data. He also said users should check their settings to see what apps are accessing their data.

A Facebook spokesperson declined to comment on the reason for the significant increase in Zuckerberg's security-related expenses for 2017, saying in a statement that "Facebook's board of directors believes that this investment in Mark's personal security is entirely justified".
